different release strategy per combination of plants

Dear Experts,

We require the release strategy as follows for the client for plants say A1,B1,C1,D1

Combination of any of the Plant A1,B1.C1 should take plant A1 release strategy for all types of purchase orders

Combination of any of the Plant D1,B1 should take plant B1 release strategy.

Is is there a way in standard SAP to Configure or development is required.
