This dashboard is given from predefined BI Content all you need to do is install all the relevant objects in bw machine and configure it till the data target which provides the data to the dashboard.
Configure the dashboard designer with bw machine with the prerequisite, here you have to use "SAP BW Netweaver connection" and connect the bw server and open the dashboard and finally publish the dashboard into the portal.
