No ur assumption is wrong, so allow me to correct you.
If there is any connectivity failure or mapping exception in the first inbound SI flow then the second inbound SI message will automatically go in a holding state which eventually means that as long as first flow is not processed successfully from PI second flow will not be executed.
Do remember, here we are talking about one receiver having 2 inbound SI.
Why don't u do a test and let me know ur findings?
