RFQ creation without Material?

Hello All,

Please Provide me some info.on RFQ Creation:

Can we create an RFQ without Quantity (Optional may / may not enter)?  Is It a Best Practice? If so suggest me how to?

I have tried the following processes,

1. Made the Target Qty. Field Optional in Customization , But No use.

2. Changed the Error Message to Warning at the time of RFQ creation for the Nill Qty, But No Use.

So please suggest me the Possibilities .
